Vendors may no longer Register to receive Solicitations, or Register as a Planholder on Corps of Engineers local websites. Certain Service or Supply type solicitations may be available to be submitted only by email or fax to the Contracting Office; vendors are advised to read the Synopsis carefully for instructions. FedBizOpps (www.fbo.gov) now provides a planholder function indicated by the Register as an Interested Vendor button when viewing a solicitation synopsis. There is also a link to View List of Interested Vendors. Prospective prime contractors, subcontractors, and suppliers are encouraged to utilize this function in FedBizOpps. FedBizOpps is the only source for Solicitations.

NOTICE TO PROSPECTIVE CONTRACTORS:

All Contractor Performance Evaluations are now generated, reviewed, and finalized electronically via the Internet. ACASS is used for A-E contracts, CPARS is used for Services, and CCASS is for construction. In 2006, Department of Defense (DOD) issued a requirement that all DOD agencies implement additional security measures to protect information stored on DOD computers from unauthorized access. The Public Key Infrastructure (PKI) and PKI identity certificate requirement was implemented in response to the DOD mandate. Contractors are encouraged to purchase and use a certificate to help DOD enhance security. In addition, as of February '09 ACASS, CCASS, CPARS and FAPIIS no longer require use and maintenance of passwords for users who logon with a PKI certificate. The PKI requirement helps protect your information from being accessed by hackers and others who do not have valid privileges. The average cost is about $100-120 per certificate; PKI certificates can be purchased from approved PKI vendors listed at at http://www.cpars.csd.disa.mil/pki_info.htm under the heading “Approved ECA Vendors�. You may have to scroll down the page to see the list. An approved ECA vendor is one that has been validated as having processes that conform to DoD’s rigorous security models. PKI certificates will not be issued to contractors in foreign countries; User ID and passwords must be used by contractors in these instances. A majority of the construction and architect-engineer services utilized by the Corps of Engineers is acquired by contract with private firms. Here we provide information on: Standard Form 330, Architect-Engineer Qualifications is used by A-E firms to submit their qualifications to Federal agencies. Standard Form SF 330_Extr, SF 330_SE, and SF 330_SF are extra pages and/or sections for Part 2, Section E, and Section F of the SF 330 Form. All Federal Business Opportunities, including Tulsa District Corps of Engineers, can now be found at FedBizOpps. This website has been designated at the single source for federal government procurement opportunities that exceed $25,000. Effective 1 October 2001, all agencies must use FedBizOpps to provide the public access to procurement notices. Vendors are able to sign up to automatically receive procurement information from FedBizOpps. The FedBizOpps web site provides assistance by e-mail and a toll-free helpline. The site also links to other government web sites.
