The Freedom of Information Act (FOIA) is a Federal law that establishes the public's right to request existing records from Federal Government agencies. The FOIA, found at 5 U.S.C. §552, and The Department of the Army FOIA Program, AR 25-55, govern how requests will be processed within the Army. A request for information submitted under the FOIA must contain the following information:
Name;
Business name (if applicable);
Address;
Telephone number;
Complete, in-depth description of document including date parameters;
That you are seeking copies of the documents;
That you are willing to pay all fees associated with the request; and
If you are requesting a fee waiver, you must state your basis for the waiver.
You will receive a response to your request within twenty (20) business days from the receipt of your request in the Office of Counsel. Please note that the FOIA does not require Federal Agencies to answer questions, render opinions, or provide subjective evaluations. Requesters must ask for existing records.

It will provide you with a brief description of your rights and the manner in which Army will respond to your requests.
