Tulsa District History: When the floods of 1927 devastated the Mississippi River valley, the need for a local presence to help answer flooding problems was demonstrated. In 1936, Congress passed the Flood Control Act which made flood control a federal policy and officially recognized the U.S. Army Corps of Engineers as the major federal flood control agency.

Tulsa District was formed in 1939 and was provided $11 million for work on eight flood control projects. That same year, war broke out in Europe and military needs immediately became the focus.

Most dam construction was halted, and resources were converted to support the needs of war.
