Colonel Scott Preston is the Commander and District Engineer of the Tulsa District, U.S. Army Corps of Engineers and is the senior military officer and engineer at the Tulsa District. Preston oversees more than 700 engineers and professionals from various functional backgrounds. Preston is responsible for Civil Works, Military Programs and the Operations of USACE projects and activities for all of Oklahoma, southern Kansas and north Texas. Preston hails from Liberty, Missouri, and was commissioned into the U.S. Army as an Engineer Officer following graduation from the University of Missouri – Rolla (now Missouri University of Science and Technology) in 1997.

Preston’s previous assignments include:  Platoon Leader in the 2nd Engineer Battalion, Korea; Brigade S-1, Engineer Brigade, 1st Infantry Division, Germany; Asst S-3 and Company Commander, in the 5th Engineer Battalion, Fort Leonard Wood, MO; Company Commander, 577th Engineer Battalion and Small Group Instructor for the Engineer Captains Career Course, Fort Leonard Wood, MO; Asst S-3, 18th Engineer Brigade, Heidelberg, Germany; S3 and Executive Officer of the 54th Engineer Battalion, Bamberg, Germany; Engineer Branch Field Grade Assignment Officer, Human Resources Command, Fort Knox Kentucky; Deputy Commander, 1st Engineer Brigade, Fort Leonard Wood Missouri and Battalion Commander, 169th Engineer Battalion Fort Leonard Wood Missouri and most recently Assignment Officer with Senior Leader Development - Colonel Officers Management Office, Office of the Chief of Staff of the Army, Washington D.C.

Preston earned a Bachelor of Science in Civil Engineering from the University of Missouri – Rolla in 1997. In 2002, he was awarded a Master of Science in Engineering Management from the University of Missouri-Rolla. He is a licensed Professional Engineer in Missouri and a Certified Project Management Professional.

Preston’s military education includes studies at the Marine Corps War College Quantico, VA., the United States Army Command and General Staff College, Ft. Leavenworth, Kansas and the Engineer Officer Basic and Career Courses, Fort Leonard Wood, Missouri.

His awards and decorations include: Bronze Star Medal (3 awards), Meritorious Service Medal (6 awards), Army Commendation Medal (4 awards), Army Achievement Medal (6 awards), and the Kosovo, Afghanistan and Iraq Campaign medals. He has also earned the Combat Action Badge, Ranger Tab, Sapper Tab, and Parachutist Badge. He is also the recipient of the Bronze Order of de Fleury Medal from the Army Engineer Association.

His operational deployments include Operation Joint Guardian, Kosovo in 1999, Operation Iraqi Freedom in 2003 and 2008; and Operation Enduring Freedom in 2010.

He volunteers as the Alumni Advisor for the Lambda Chi Alpha Fraternity Chapter at the Missouri University of Science and Technology, Scout Leader and Youth Flag Football Coach. He is also a member of the MS&T Academy of Civil Engineers.

Preston is married to Christy Cramer of Independence, Missouri. He has two children, a daughter, Bailey, and a son, Ethan.
