CQM and QCS Training for Contractors
2022 Construction Quality Management (CQM) and Resident Management Training (RMS 3.0 CM) for Contractors
The Tulsa District, U.S. Army Corps of Engineers (USACE) offers a CQM and RMS 3.0 CM classes in 2022 as indicated in the schedule below.
The mutual goal of the Contractor and the Government is to achieve a quality product, executed safely, on time, and within budget. Quality management succeeds through a partnership between the Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of the work, while the Government through Quality Assurance (QA) ensures that the Contractor's Quality Control program is working effectively.
Effective CQM supports worker pride, results in favorable recognition, and has the potential to increase the Contractor's profit margin.
The CQM course offers prospective QC Managers/ Administrators the opportunity to satisfy the CQM training requirements specified in most USACE and NAVFAC construction contracts. This course must be taken and the final test must be passed by any person aspiring to be the QC Manager, or alternate. The course must be taken/passed within 45 calendar days after construction award. The Contractors Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A course certificate will be awarded to those who satisfactory complete the training and pass the final exam. The certificate is valid for a five-year period from the date of the class. There is no cost for the classes if given by the USACE.
The Contractors will be given the Student Manual Guide via email upon request prior to each scheduled CQM training. Due to COVID-19 there will not be an in-class training for the CQM and RMS 3.0 CM classes. For the CQM class the CQM Student Study Guide will be sent to Contractors who request the training. The Contractor will complete the CQM Student Study Guide and return to the CQM Coordinator so that they can sit for the CQM Review and Test, which will be by Webex and Google Forms. All classes unless specified differently, will be remotely given. The Contractor / applicant will be given at least 30 calendar days to complete the CQM Student Study Guide.
The RMS 3.0 CM class will be held the day after the CQM Review and Test training. It will give the certified QC Managers hands-on training of the software they will be using on-site for administering the construction contract. The course will show the Contractor what data entry is required, and how RMS 3.0 Contractor Mode (CM) interfaces with the Government Mode (GM) in RMS 3.0. The RMS 3.0 CM program for Contractors class will start at 0900 hours and will end around 1600 hours. Prior to the RMS 3.0 CM training material will be emailed to the Contractor. The Contractor will be required to have RMS 3.0 CM program installed on their laptop certified prior to the RMS 3.0 CM training class.
At this time any person that needs to re-certify must attend a formal CQM class. The website to re-certify is not operational.
