CQM and QCS Training for Contractors

2024 Construction Quality Management (CQM) and Resident Management Training (RMS 3.0 CM) for 
Contractors, Tulsa District

The Tulsa District, U.S. Army Corps of Engineers (SWT USACE) offers a CQM and RMS 3.0 CM classes in 
calendar year 2024 as indicated in the schedule below.

The mutual goal of the Contractor and the Government is to achieve a quality product, executed 
safely, on time, and within budget. Quality management succeeds through a partnership between the 
Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of 
the work, while the Government through Quality Assurance (QA) ensures that the Contractor's Quality 
Control program is working effectively.

Effective CQM supports worker pride, results in favorable recognition, and has the potential to 
increase the Contractor's profit margin.

The CQM course offers prospective QC Managers/ Administrators the opportunity to satisfy the CQM 
training requirements specified in USACE and NAVFAC construction contracts. This course must be 
taken, and the final test must be passed by any person aspiring to be the QC Manager, or alternate. 
The course must be taken/passed within 90 calendar days after construction award. The Contractors 
Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A 
course certificate will be awarded to those who satisfactory complete the training and pass the 
final exam. The certificate is valid for a five-year period from the date of the class.
There is no cost for the classes if given by the USACE.

Due to the increasing demand for the CQM Course – SWT - USACE will start holding the CQM In- Person 
Instruction for the 2024 Calendar year. Participants will download the Student Manual and complete 
the course work prior to completing the CQM course at the Tulsa District Headquarters (City Plex, 
2488 East 81st Street, Tulsa, OK 74137). Location will be given out time of welcome aboard / 
confirmation of attendance email. All participants will need a laptop with internet capability in 
order to access the Final Exam on Google Forms. Follow on instructions will be given on obtaining a 
security badge and clearance. The CQM C Training will start at 8:30 a.m. and will end around 4 p.m.

The RMS 3.0 CM class will be held the second day after the CQM Course (which will normally be a 
Thursday). It will give the certified QC Managers hands-on training of the software they will be 
using on-site for administering the construction contract. The course will show the Contractor what 
data entry is required, and how RMS 3.0 Contractor Mode (CM) interfaces with the Government Mode 
(GM) in RMS 3.0. The RMS 3.0 CM program for Contractors class will start at 9 a.m. and will end 
around 4 p.m. hours.

RMS Training Videos and material is available at https://rms.usace.army.mil. The Contractor will be 
required to have RMS 3.0 CM program installed on their laptop prior to the RMS 3.0 CM t

Do to a high demand and participation levels all CQM Classes will be capped off at 40 attendees.
