CQM and QCS Training For Contractors

        

Construction Quality Management (CQM) and Resident Management Training (RMS 3.0 CM) for Contractors, Tulsa District

 

The Tulsa District, U.S. Army Corps of Engineers (USACE) offers a 1.5-day CQM Class in 2020 as indicated in the schedule below. There is a 1-day RMS 3.0 CM class for Contractors class the next day after the CQM class. 

The mutual goal of the Contractor and the Government is to achieve a quality product, executed safely, on time, and within budget. Quality management succeeds through a partnership between the Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of the work, while the Government through Quality Assurance (QA) ensures that the Contractor's Quality Control program is working effectively.

Effective CQM supports worker pride, results in favorable recognition, and has the potential to increase the Contractor's profit margin.

The CQM course offers prospective QC Managers/ Administrators the opportunity to satisfy the CQM training requirements specified in most USACE and NAVFAC construction contracts. This course must be taken and the final test must be passed by any person aspiring to be the QC Manager, or alternate. The course must be taken/passed within 45 calendar days after construction award. The Contractors Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A course certificate will be awarded to those who satisfactory complete the training and pass the final exam. The certificate is valid for a five year period from the date of the class. There is no cost for the CQM class.  In the future there will be a fee of $300.00 for the RMS 3.0 CM class.  

The Contractors will be given prior to the class the Student Manual Guide via email. The Contractors should bring the Student Manual Guide hard copy to class, along with a laptop with the Student Manual Guide and a 1-inch binder.

The first day of CQM class starts at 0900 hours in Room 1328, and will end the second day around 1400 hours. On each training day the Contractor must report and check in with the 16th floor Security Department; this will require the Contractor to be on-site 30 minutes before training start.

The RMS 3.0 CM class will be held the day after the CQM training class, and it gives the certified QC Managers hands-on training of the software they will be using on-site for administering the construction contract. The course will show the Contractor what data entry is required, and how RMS 3.0 CM interfaces with the Government’s RMS 3.0 GM program. The RMS 3.0 CM program for Contractors class will start at 0900 hours and will end around 1600 hours. Prior to the RMS 3.0 CM training training material will be emailed to the Contractor. The Contractor will be required to have RMS 3.0 CM program installed on their laptop and their laptop certified prior to the training class.         

At this time any person that needs to re-certify must attend a formal CQM class.  The website to re-certify is not operational.
