CQM and QCS Training For Contractors

         Construction Quality Management (CQM) & Quality Control System (QCS) Training for Contractors

The Tulsa District, U.S. Army Corps of Engineers (USACE) in association with the Associated Builders and Contractors (ABC), and Associated General Contractors (AGC) offers the 1.5-day CQM Class 5 times in 2018 as indicated below.  There is a 1-day RMS 3.0 CM for Contractors class that follows each CQM class the following day.  Additional classes for CQM and RMS 3.0 CM can be provided, if demand requires.    

The mutual goal of the Contractor and the Government is to achieve a quality product, executed safely, on time, and within budget. Quality management succeeds through a partnership between the Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of the work, while the Government through Quality Assurance (QA) ensures the Contractor's Quality Control program is working effectively.

Effective CQM supports worker pride, results in favorable recognition, and has the potential to increase the Contractor's profit margin.

The CQM course offers prospective QC Managers/Administrators the opportunity to satisfy the CQM training requirements specified in most USACE and NAVFAC construction contracts. This course must be taken; and the final test must be passed to be a QC Manager, or alternate, on USACE project sites. The course must be taken within 45 calendar days of the award of a construction contract. The Contractors Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A course certificate will be awarded to those who satisfactory complete the training and pass the final exam. The certificate is valid for a five year period from the date of the class. There is no cost for the CQM class.  In the future there will be a fee of $250.00 for the CQM class.  

The Contractors will be given at the beginning of the class a CD with the Student Manual Guide.  The Contractors should bring a 1-inch binder to hold class material and a laptop with a CD drive.

The first day of CQM class will start at 0900 hours, and will end the second day before 1400 hours.

The RMS 3.0 CM training class offers the QC Manager hands-on training with the new release of RMS 3.0 for Contractors.  The QC Manager will utilize the software on-site to administer the construction and ensure a quality product.  The course will show the Contractor how the Contractor’s program interfaces with the Government’s program, RMS 3.0 GM.  The RMS 3.0 CM class will start at 0900 hours and end before 1600 hours.       

At this time any person that needs to re-certify must attend a formal CQM class.  The website to re-certify is not in operation.

All CQM Courses will be held at Tulsa District office, located at 2488 E. 81st Street, Tulsa, Oklahoma, in the City Plex (USACE is in the smallest of the 3 buildings).

To register for a CQM, RMS 3.0 CM, or both, you must complete a registration form and email to Barry L. Pyles, SWT CQM Training Instructor.  He will respond with the availability, and he’ll send a confirmation email.
