Construction Quality Management Courses are held from 8 a.m. to 3:30 p.m. at the Tulsa District Office. The Tulsa District Office is located in the South Cityplex Tower on the 16th Floor at 2488 E. 81st Street Tulsa, OK 74137 Classes are held in Conference Room 1606.

CQM & QCS Training For Contractors

FY27 Construction Quality Management (CQM) for Contractors, Tulsa District

The Tulsa District, U.S. Army Corps of Engineers (USACE) offers Construction Quality Management (CQM) classes in fiscal year FY 2027 as indicated in the schedule as specified in ECB 2024-11.

The mutual goal of the Contractor and the Government is to achieve a quality product, executed safely, on time, and within budget. Quality Management succeeds through a partnership between the Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of the work, while the Government through Quality Assurance (QA) ensures that the Contractor's Quality Control program is working effectively.

Effective CQM supports worker pride, results in favorable recognition, and has the potential to increase the Contractor's profit margin.

The CQM course offers prospective QC Managers/ Administrators the opportunity to satisfy the CQM training requirements specified in USACE and NAVFAC construction contracts. This course must be taken, and the final test must be passed with a minimum score of 70% by any person aspiring to be the QC Manager, or alternate. The course must be taken/passed within 90 calendar days after construction award. The Contractors Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A course certificate will be awarded to those who satisfactorily complete the training and pass the final exam. The certificate is valid for a five-year period from the date of the class. There is no cost for the classes if given by the USACE.

The CQM Course is a 2 day in person course at the CESWT Tulsa Headquarters, 2488 E. 81st Street, Tulsa, OK 74137 – Conf Room 1606. Starting at 0830 Participants will download the Student Study Guide and complete the course work prior to Attending the CQM course and complete the CQM Exam which will be hard copy.

RMS 3.0 CM class will be worked into the instruction with the CQM Course (RMS and CQM work hand in hand) until replaced by CMP (Construction Management Platform) in the late spring of 2027. The RMS Training will give the participants hands-on training of the software that is required for USACE Construction Projects. An overview of QC Daily Reports, RFI’s, and Progress Payments for administering the construction contract. The course will show the Contractor what data entry is required, and how RMS 3.0 Contractor Mode (CM) interfaces with the Government Mode (GM) in RMS 3.0.


RMS Training Videos and material is available at https://rms.usace.army.mil. RMS Help Desk will assist Contractors in RMS access and with the new CMP (Construction Management Platform). Which will be integrated into SWT May 2027.

Due to high demand and participation levels all CQM Classes will be capped at 25 in-person attendees.

All CQM Courses will be held ‘In Person’ from 8 a.m. to 3:30 p.m.
