Loretta Turner, P.E., PMP, is the Deputy District Engineer for Programs and Project Management (DPM), Tulsa District (SWT), U.S. Army Corps of Engineers (USACE). She is responsible for the management of the District’s Civil Works, Military Construction, Interagency and International Services (IIS) and Environmental Restoration programs.

During her more than 25 year career as a professional engineer Ms. Turner has worked for both USACE and the private sector. Before becoming the SWT DPM Ms. Turner was the Chief, Civil Works Branch, Programs and Project Management SWT with responsibility for the overall execution of the SWT Civil Works program. Ms. Turner also worked for the USACE Fort Worth District as Chief of Military and Interagency Environmental Branch of the Regional Planning and Environmental Center.

She began her career as an Engineering Intern and Technical Manager in the SWT Engineering and Construction and Planning Divisions, and then transitioned to the private sector. She has held various program and project management and technical positions in USACE and in the private sector executing environmental planning, remediation and compliance projects. She is also a USACE acquisition professional, a registered professional engineer in the State of Oklahoma and a certified Project Management Professional.

Ms. Turner has a B.S., Chemical Engineering from the University of Oklahoma.
