COL Jessica Goffena is the U.S. Army Corps of Engineers, Tulsa District Commander and District Engineer. In these roles, she oversees a robust Civil Works program consisting of 38 projects, including the McClellan-Kerr Arkansas River Navigation System, and a Military Construction mission that provides engineering, design and construction support to six Army and Air Force installations in Oklahoma and Texas.

COL Goffena commissioned as an Engineer Officer through the Reserve Officer Training Corps at Mary Baldwin College, Staunton, Virginia, in 2002.

As a Lieutenant, she served as a Vertical Construction Platoon Leader, Earthmoving Platoon Leader, and Executive Officer in the 94th Engineer Combat Battalion (Heavy) [ECB(H)], in Vilseck and Grafenwoehr, Germany. She deployed as a Vertical Platoon Leader to Baghdad, Iraq, in support of Operation Iraqi Freedom (OIF) I, and later deployed to Mosul, Iraq as the Executive Officer for OIF III.

As a Captain, she served as the Battalion S-1 and Adjutant for the 94th ECB (H), the Grafenwoehr Training Area Range Control Safety Officer, the Brigade Battle Captain for the 18th Engineer Brigade in Speicher and Kirkuk, Iraq, and the Rear Detachment S-3 Operations Officer for the 18th Engineer Brigade in Schweinfurt, Germany. She commanded the 535th Engineer Support Company, 54th Engineer Battalion, in Bam­berg, Germany and deployed with the company as a Route Clearance Company to Mayden Shar and Ghazni, Afghanistan.

As a Major, she served as the Secretary of the General Staff at the Initial Military Training Center of Excellence at TRADOC HQ, Fort Eustis, Virginia; an Operations Officer and Deputy Division Engineer, 4th Infantry Division, Fort Carson, Colorado, and Kandahar, Afghanistan; the Battalion Executive Officer for the 4th Engineer Battalion, Fort Carson, Colorado; and commanded the 512th Engineer Detachment (Geospatial Planning Cell), Army South, at Joint Base San Antonio, Texas.

As a Lieutenant Colonel, she served as an Engineer Operations and Plans Officer in the Military Engineering Plans and Operations Section in the Infrastructure and Engineering Division at the Supreme Headquarters Allied Powers Europe in Mons, Belgium; commanded the 15th Engineer Battalion in Grafenwoehr, Germany; and served as an Action Officer on the Joint Staff, J35 Joint Operations Division Europe (JODEUR).

COL Goffena most recently served as the Division Chief of JODEUR.

COL Goffena is a graduate of the Engineer Officer Basic Course, Engineer Captains Career Course, Intermediate Level Education, Joint Professional Military Education, Phase II, and the Eisenhower School. She has a Master of Public Administration from Webster University, a Master of Diplomacy from Norwich University, and a Master of National Resource Strategy from the Eisenhower School, National Defense Universi­ty. She is a certified Project Management Professional (PMP).
