Welcome to the Tribal Nations Program web page for the Tulsa District, U.S. Army Corps of Engineers!

The Tulsa District acknowledges the profound history and enduring presence of Tribal Nations within the region of Oklahoma, Kansas, and Texas that encompasses the District’s area of responsibility. There are currently 38 federally-recognized Tribal Nations who have jurisdictional areas within the boundaries of the District and over 40 who have ancestral, historical, and cultural connections to the area. Tulsa District recognizes the importance of Tribal Nations and their connection to the lands and resources within our operational boundaries.

The Tulsa District is guided by key principles of the USACE Tribal Policy Principles in our interactions with Tribal Nations:

  • Government-to-Government Relationship: We recognize the sovereign status of Tribal Nations and engage in direct, respectful government-to-government consultation.

  • Respect for Tribal Sovereignty and Self-Determination: We honor Tribal self-governance and support Tribal Nations' efforts to determine their own futures.

  • Protection of Tribal Rights and Resources: We strive to avoid or minimize impacts to Tribal treaty rights, cultural resources, and other interests.

  • Meaningful Consultation and Collaboration: We are committed to engaging in open, honest, and timely consultation with Tribal Nations on matters that may affect them.

  • Cultural Sensitivity: We recognize and respect the unique cultures, traditions, and values of each Tribal Nation.

By embracing these principles and actively engaging in consultation and collaboration, the USACE Tulsa District strives to build strong, respectful partnerships with Tribal Nations and to ensure that our actions are consistent with our Federal Trust Responsibility. We are committed to working together to protect Tribal resources, preserve cultural heritage, and support the prosperity of Tribal communities.
